Mandate of Social Welfare Department

The Social Welfare Department has the following mandate under Sindh Government Rules of Business, 1986:

Working for the welfare of marginalized segments of society, including children, senior citizens, drug addicts and transgender persons.
Administration of the following laws and the rules framed thereunder:
1. The Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961.
2. The Sindh Dar-ul-Atfal (Supervision & Control) Act, 1976, as amended from time to time.
3. The Sindh Senior Citizens Welfare Act, 2014.
4. The Sindh Street Children Shelter Home Act, 2018.
5. The Sindh Charities Registration and Regulation Act, 2019.
6. Registration, cancellation, restoration, monitoring and supervision of Non-Governmental Organizations (NGOs) under the Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961.
7. Matters related to the Sindh Charities Registration and Regulation Act, 2019.
8. The Sindh Child Protection Authority Act, 2011, as amended from time to time.
9. The Sindh Child Marriage Restraint Act, 2013.
Preparation and implementation of grant-in-aid policy for Government entities and NGOs engaged in various social services and fields.
Coordination of social welfare programs with other national building ministries, departments, donor agencies and Non-Profit Organizations at provincial, district and local levels.
Matters related to the Sindh Social Welfare Council.
Preparation and execution of development schemes of the Social Welfare Department through the Annual Development Program (ADP), Public Private Partnership (PPP) mode or international financing.
Capacity building of employees of the Social Welfare Department and various Social Welfare Organizations, including NGOs and Community-Based Organizations (CBOs).
Matters related to Medical Social Services at tertiary care hospitals.
Monitoring and supervision of services provided to children, drug addicts, senior citizens and transgender persons.
Matters related to the Child Protection Authority to the extent of the following laws:
1. The Sindh Child Protection Authority Act, 2011 , as amended from time to time.
2. The Sindh Child Marriage Restraint Act, 2013.

Services matters except those entrusted to the Services, General Administration & Coordination Department.
