Rules of Business

THE SOCIAL WELFARE DEPARTMENT HAS THE FOLLOWING MANDATE UNDER SINDH GOVERNMENT RULES OF BUSINESS, 1986:

1. Working for welfare of marginalized segments of the society i.e. children, senior citizens, drug addicts and transgender.
2.  Administration of the following laws and the rules framed there under:
   i. The Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961.
   ii. The Sindh Dar-ul-Atfal (Supervision & Control) Act, 1976 (amended from time to time);
   iii. The Sindh Senior Citizens Welfare Act, 2014;
   iv. The Sindh Street Children Shelter Home Act, 2018;
   v. The Sindh Charities Registration and Regulation Act, 2019. vi. The registration, cancellation, restoration, monitoring, and supervision of Non-Governmental Organization (NGOS) under the Voluntary Social Welfare Agencies (Registration & Control) Ordinance, 1961. vii. Matters related to the Sindh Charities Registration and Regulation Act, 2019.
   viii. The Sindh Child Protection Authority Act, 2011 (amended from time to time)
   ix. The Sindh Child Marriage Restraint Act, 2013.
3.  Preparation and implementation of grant-in-aid policy to Government entities and NGOs engages in various social services / fields etc.
4. Coordination of social welfare programs with other National Building Ministries, Departments, donor agencies Non-Profit Organizations at provincial, district and local levels.
5. Matters related to Sindh Social Welfare Council.
6. Preparation and execution of development schemes of Social Welfare Department through Annual Development Program (ADP), Public Private Partnership (PPP) mode or international financing.
7. Capacity building of employees of Social Welfare Department and various Social Welfare Organizations i.e. NGOs and CBOS.
8. Matters related to Medical Social Services at tertiary care hospitals.
9. Monitoring and supervision of services provided to children, drug addicts, senior citizens and transgender.
10. Matters related to the Child Protection Authority to the extent of following laws:-
11. The Sindh Child Protection Authority Act, 2011 (amended from time to time)
12. The Sindh Child Marriage Restraint Act, 2013.
13. Services matters except those entrusted to the Services General Administration & Coordination Department.
